Remaking Mecca

Saudi Arabian authorities have been improving walking routes in Mecca to accommodate more pilgrims and reduce risks of stampedes. Professor Serge Hoogendoorn (CEG) has been asked to advise on possible redesigns of the Sacred Mosque.


Each year literally millions of Muslim pilgrims visit the holy city of Mecca to take part in the Hajj, a once-in-a-lifetime must for every able Muslim. Currently, about 2.5 million Muslims gather for the eight-day event. In 2030, the number is expected to rise to 3.9 million, which raises serious security issues. 


A notorious bottleneck was the Jaramaat Bridge (built in 1963) in Mina, where pilgrims have to throw pebbles at three pillars that symbolise the devil. Thirty years after its completion, the bridge had become dangerously outdated and overcharged by the millions of pilgrims. In the 1990s and early 2000s, hundreds of people were killed in seemingly yearly stampedes. Since 2006, however, a new bridge has been in use (built by the Bin Laden Group), with a much larger capacity. Resembling a multi-deck fly-over with three enormous walls to throw pebbles at, the Jaramaat Bridge is now the showcase of the modern-day Hajj.


“The bridge now has a capacity of 300,000 pedestrians per hour,” says Professor Serge Hoogendoorn, TU Delft’s expert on traffic flows and crowd management. “But that creates a next bottleneck at the mosque that currently has a Tawaf capacity of about 50,000 pedestrians per hour (pph).”


Inside the Al-Masjid al-?ar?m or ‘The Sacred Mosque’, the pilgrims perform the Tawaf (walking seven times around the holy black bulk of the Ka’aba in counter clockwise direction), after which they also traverse the corridors between two pillars (representing two mountains)  seven times. The latter location can handle more than twice the number of people who just performed Tawaf, according to the professor.


Hoogendoorn, together with his colleague Professor Hani Mahmassani from the Northwestern University Transportation Centre (US), was asked to advise on design solutions for the mosque in terms of increasing pedestrian capacity. “Based on my empirical knowledge of pedestrian flows, I could almost calculate the capacities of different design solutions on the back of an envelope. It’s not very complicated,” says Hoogendoorn. Mahmassani’s group has made computer models and run simulations of the pilgrim flows inside the mosque. “But they had a much larger budget,” Hoogendoorn adds. 


The funny thing was: both approaches yielded similar outcomes, and hence consistent advice could be given to the Saudi authorities.


In the coming months, the Saudi authorities will use the advice to develop improvements in the capacity of the Al Mataf mosque through redesign and crowd management.

Zowel de universiteitsdienst (ud) als de faculteiten en instituten en het concern zaten naast hun begrotingen. De ud moest op nul uitkomen, het werd min 9,2 miljoen. De faculteiten en instituten eindigden op een negatief resultaat van 17,6 miljoen waar 10,5 miljoen was begroot. Het concern dacht op min 3,5 miljoen te zullen eindigen, het werd plus 1,9 miljoen.

Het college van bestuur (cvb) kondigde eerder dit jaar al aan door middel van maandrapportages de begroting heel nauw in de gaten te zullen houden. De ondernemingsraad (or) is er echter niet van overtuigd dat dat genoeg is.
De raad stelde vrijdag 3 september tijdens een overlegvergadering met het cvb daarom licht grappend voor om in extreme gevallen – naar voorbeeld van de gemeente Rotterdam –  faculteiten die de begroting overschrijden met eenzelfde bedrag te korten in het volgende jaar. “Maar wat we eigenlijk willen is een reservebeleid, zodat afdelingen die eerder geld over hadden, dat kunnen aanspreken als ze een jaar geld tekort komen”, aldus Danko Roozemond, voorzitter van de or-commissie financiële en materiële zaken.

Collegevoorzitter Dirk Jan van den Berg kijkt liever per geval wat er achter eventuele overschrijdingen zit. Vorige week zei hij al dat de baten en lasten in de eerste helft van 2010 in evenwicht zijn. Al zei hij daar wel bij dat de tweede helft nog moet komen.  Juist dan komen vaak ‘apen uit mouwen’, weet Roozemond. “Dat zag je in 2009 ook. De eerste twee à drie kwartalen verliepen goed, maar in het vierde kwartaal ging het mis.”

De or maakt zich ook zorgen over de liquiditeit van de TU. Eind 2009 had de TU 56,8 miljoen euro in kas. In de jaarrekening staat dat de liquiditeitspositie eind 2010 negatief zal worden als de TU ‘de voorgenomen investeringen in vastgoed volgens het vigerende beleid’ uit eigen kas wil betalen. “Dan heb je dus geen geld meer om uit te geven en moet je lenen”, aldus Roozemond.
De OR is daarom kritisch over het meerjaren vastgoed investeringsplan. “Is het allemaal wel nodig wat daarin staat? Kunnen we het betalen? Daarover komt dit najaar een apart overleg met het cvb.”

Van den Berg zegt dat de TU al heel lang bezig is met de liquiditeit. “Iedere maand is er een liquiditeitsprognose. Daaruit kunnen we nu opmaken dat we het aan het einde van dit jaar niet op nul uitkomen, maar op 20 miljoen positief eindigen. Lenen is dus nog niet nodig.”
Toch onderkent ook Van den Berg dat de zorgen daarmee niet uit de wereld zijn. “Met de herijking hopen we orde op zaken te stellen.” En ook het meerjarenplan voor vastgoed wordt nu bijgesteld. “Daarbij kijken we natuurlijk ook of plannen financierbaar zijn.”
